It is the Sysinternals utility known as Process Monitor (procmon.exe). The only potential downside is that if you don't know what you are looking for (so you are unable to create an effective filter), procmon can gobble up disk space in a hurry. On my workstation, during a test, it ate up 3GB's of disk space in a single hour (but then I have an awful lot running on my system).
